Use the state and county hubs first. They connect each estimate to the relevant county page, insurance budget, PITI assumptions, methodology, and source notes instead of leaving the data as a flat sitemap.

Insurance pages combine a public NAIC state benchmark with county home values and FEMA risk context. They are planning ranges, not carrier quotes.
